Senior Project Management

PCM Construction’s senior project managers’ priority is to provide good, sound proactive directives that will facilitate smooth execution of projects. They are responsible for directing and overseeing the day-to-day activities of their project management team, establishing and implementing procedures and organizational structure within the framework of the broader corporate policy. The senior PM plans, staffs and supervises all assigned team activities through subordinate managers, and provides advice, guidance and direction to team members. They also regularly maintain the status of projects by frequently communicating with team members and reviewing daily, weekly and monthly reports.

Project Management

The project manager is responsible for providing overall management direction for two or more projects from buy-out through project completion. The project manager helps to establish project objectives, policies and procedures within the boundaries of corporate policy; initiates and maintains contact with the prime client, architect and engineer to facilitate construction activities; monitors and controls construction through administrative direction of on-site superintendents to ensure that the project is built on schedule and within budget; represents the company in project progress meetings; and manages the financial aspects of projects.

Assistant Project Management

The assistant project manager ensures that the goals and objectives of a project are accomplished by providing business and administrative support to facilitate planning and coordinating project activities. The assistant PM maintains current information regarding all facets of a project’s status, ensuring timely submission of project materials for review and approval, confirmation of material delivery dates, and any issues regarding subcontractors’ requests for additional information. The assistant PM also generates all correspondence related to subcontractor issues; researches material lead times; researches equal substitution for long lead time materials; and oversees the information flow to Mission Control and Accounting. They act as a liaison for the team’s project executive and project manager; and as the next point-of-contact for questions and inquiries when primary contacts are not available. They report potential issues, work interruptions, conflicts, and schedule impacts, and assist in circumventing and resolving matters as they arise.

Estimating

Estimators review proposal specifications and drawings to determine scope of work and required contents of estimate, and prepare estimates by calculating complete take-off of the scope of work. They often review design options and recommend best solutions based on cost, engineering quality, or availability of materials, qualify subcontractors for Bid List, review contract documents for complete scope coverage and research value engineering alternatives, and verify subcontractors’ proposals for accuracy and competitive pricing.

Project Support

Project support teams use the Prolog Construction Management software to track all materials in the construction documents for availability and delivery lead times. They also research potential product substitutions needed to meet construction schedules. Project support processes submittals for review and approval and distributes them to subcontractors and internal departments. They regularly follow up with subcontractors and suppliers on delivery dates, and prepare Owner’s Close Out Manuals including As-Built Drawings and Inspection Approvals.

Project Accounting

Project accountants process vendor and subcontractor invoices for payment; calculate and prepare various comparison reports, charts and tables for project analysis, and generate reports and schedules through the job cost and accounting system. They also assist in preparing special reports and studies requested by the client or the project management team; perform on-time billing and processing of lien waivers; and reconcile financial activity in each project.

Field Supervision

The jobsite superintendent is responsible for providing on-site administrative and technical management. They supervise the total construction effort to ensure that the project is constructed in accordance with design, budget and schedule, which involves interfacing with the client representatives, architect, engineer, and other contractors. They also plan, coordinate and supervise onsite functions like scheduling, engineering, and material control; supervise craft employees and other contractors as required by the contract; and authorize and approve all project personnel transactions, purchase requisitions, and field design change requests, as well as interpret construction drawings and recommend construction methods and equipment. Jobsite superintendents also assist the project management team in developing and implementing project procedures, working documents, and standards, and ensure that all onsite personnel comply with project procedures, safety program requirements and work rules. They document all violations; assume responsibility for productivity of crafts, efficient use of materials and equipment, and contractual performance of the project; provide field conditions reports; verify building systems and utilities; provide orientation of building rules and regulations to project subcontractors; communicate with building representatives for coordination; and execute proper coordination and sequencing of trades. The jobsite superintendent must have full comprehension of contract documents and verify the new work performed by subcontractors for completeness and quality of workmanship.

General Field Supervision

The general field superintendent is responsible for providing overall staff direction and guidance to field personnel. They oversee the total project supervision effort to ensure that appropriate personnel, budget and schedule are met; serve as the senior technical advisor to projects to assist in complex construction or start-up issues; ensure all company, department and technical policies, procedures and standards are adhered to; assist with implementation and interpretation of corporate safety programs; and assist in the development of supervision training programs.

Safety

At PCM Construction, safety is paramount to the successful execution of every project. PCM provides regular safety training to employees to ensure their safety and that of others. As a result the company has enjoyed an extremely low incident level for several years. PCM’s corporate safety officer, who implements and enforces safety procedures, is a United States Department of Labor board certified 500 instructor to the construction industry and he is assisted in his effort by the general superintendents.

Quality Control

Steve Williamson heads this department and is a member of ASQ, the American Society for Quality. He provides routine safety inspections and performs “Quality Control” inspections at critical points in the project schedule.
